    The review of this book is very good. Her conclusion that the introduction by the Church of “safeguarding mechanisms” in the late 1980s and strengthened in 1990s “are likely better reasons for the drop in reported cases of abuse in Church settings than a delay in reporting” confirms what Cardinal Pell says on P195 of volume 2 of his prison Journal that “The bishops broke the back of the abuse crisis nearly 25 years ago with Towards Healing and the Melbourne Response”.
